When the disciples could not cast out the demon in Matthew 17, it was not that God's power was unavailable — the spirit outranked them, and confronting a spirit beyond one's ranking produces powerlessness and consequences.
When an unclean spirit is cast out and returns with seven more powerful spirits, the house is made worse — being spiritually clean does not keep demons out; increasing one's ranking keeps them out.
